    Acceptance of these Terms

    By accessing, browsing, or otherwise using CABTA Coverage (the “Site”), you acknowledge that you have read, understood, and agreed to be bound by these Terms of Use and the educational-use framework described below. Your continued use of the Site constitutes ongoing acceptance. If you do not agree with any portion of these Terms, your sole remedy is to stop using the Site.

  2. Sec 2

    Educational and journalistic purpose

    The Site exists exclusively to make California Initiative 25-0024 (the “2026 Billionaire Tax Act”) legible to voters, students, journalists, and researchers. Every page is published as commentary, analysis, and reporting on a matter of public interest.

    The Site is not, and is not intended to be, any of the following:

    • Legal advice
    • Tax advice or tax-return preparation guidance
    • Financial, investment, accounting, or actuarial advice
    • Advocacy on behalf of any candidate, ballot measure, political party, committee, or campaign
    • A substitute for individualized professional consultation

    If you are making a decision that depends on accuracy at the filing or transaction level, retain a qualified professional licensed in your jurisdiction. The Site is a starting point for inquiry, not a substitute for one.

  3. Sec 3

    No endorsement, no advocacy

    The author, David T Phung, and the publishing brand, NLT143, do not endorse any candidate, ballot measure, political party, or campaign committee. Where the strongest argument on each side of the 2026 Billionaire Tax Act is presented, that presentation is for editorial clarity, not advocacy. Coverage of donors, committees, and named public figures reflects the public record. Inclusion of a name, organization, or claim does not imply approval, condemnation, or any other position by the author.

    Accuracy, sources, and corrections

    Reasonable editorial care is taken to ensure that every figure, quotation, and citation on the Site is accurate as of the time of publication. Every substantive claim on the Site links to or identifies its primary source.

    Notwithstanding such care, the Site is provided “as is” and “as available”. The author and NLT143 make no warranties, express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, accuracy, completeness, timeliness, non-infringement, or uninterrupted availability. Where information on the Site disagrees with the underlying source, the source controls; the Site will be corrected upon notice.

    Limitation of liability

    To the maximum extent permitted by applicable law, the author, NLT143, and any contributors shall not be liable for any direct, indirect, incidental, consequential, special, exemplary, or punitive damages, including but not limited to lost profits, lost data, business interruption, or any other commercial damages or losses, arising out of or in connection with your use of, or inability to use, the Site, regardless of the legal theory under which such damages are sought.

    You expressly agree that your reliance on any information presented on the Site is at your sole risk. Some jurisdictions do not allow the exclusion of certain warranties or the limitation of certain damages; in such jurisdictions, the foregoing limitations apply only to the maximum extent permitted by law.

    Third-party content and links

    The Site references, links to, or aggregates content from third-party sources, including without limitation: the California Office of the Attorney General, the California Legislative Analyst's Office, the Federal Election Commission, Polymarket, Reddit, X (formerly Twitter), the Tax Foundation, the Hoover Institution, the National Bureau of Economic Research, Ballotpedia, news organizations, and academic publishers.

    The author is not responsible for the availability, accuracy, or content of any third-party site or service. The inclusion of a link or quotation does not constitute endorsement of the third party or its views. Quotations from primary sources are reproduced under fair use for educational and journalistic commentary.

  7. Sec 7

    Your responsibilities as a reader

    By using the Site, you agree to:

    • Verify any factual claim against its underlying primary source before relying on it for any decision, professional communication, or public statement
    • Consult a qualified, licensed professional before making any legal, tax, financial, investment, or political decision informed by content on the Site
    • Form your own conclusions on the policy questions discussed, independent of any framing presented by the Site

    Donations

    Voluntary contributions made through /donate are non-refundable and are not tax-deductible. CABTA Coverage is not a 501(c)(3) nonprofit. Cryptocurrency transactions are irreversible; senders bear sole responsibility for verifying the recipient address before transmitting any value. A donation does not create any agency, partnership, employment, or fiduciary relationship between the donor and the author, and confers no editorial influence over the Site.

    Intellectual property

    Original editorial copy on the Site is licensed Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0), with attribution to NLT143 / David T Phung. The underlying source code is licensed MIT and available at github.com/davidtphung/cabta-coverage. Quotations from primary sources remain the property of their respective rights holders and are reproduced for the limited purpose of educational and journalistic commentary.

  10. Sec 10

    Privacy and data collection

    The Site does not collect personally identifiable information, maintain user accounts, or operate a mailing list. Standard server logs (IP address, timestamp, requested URL, user agent) are processed by the hosting provider, Vercel, in accordance with its privacy policy. The Site sets a single browser-local preference key (“readMode”) and a theme key (“theme”) to remember your reading-mode and dark-mode choices on this device. No tracking pixels, no third-party advertising cookies, no analytics tying you personally to a session.

  11. Sec 11

    Modifications to these Terms

    These Terms may be updated at any time at the author's discretion. Material changes will be noted in the Changelog with a date stamp. Continued use of the Site after changes constitutes acceptance of the revised Terms. The “Effective” date at the top of this page reflects the most recent material revision.

  12. Sec 12

    Governing law and forum

    These Terms are governed by and construed in accordance with the laws of the State of California, without regard to its conflict-of-laws principles. Any dispute, controversy, or claim arising out of or relating to these Terms or your use of the Site shall be brought exclusively in the state or federal courts located in the State of California, and you consent to the personal jurisdiction of those courts.

    If any provision of these Terms is found by a court of competent jurisdiction to be invalid, illegal, or unenforceable, the remaining provisions shall remain in full force and effect, and the invalid provision shall be enforced to the maximum extent permitted by law.

  13. Sec 13

    Contact, corrections, and takedown

    To submit a correction, fact-check, takedown request, copyright claim under DMCA Section 512(c), security report, or general inquiry:

    The author endeavors to respond within 72 hours.

  14. Sec 14

    Entire agreement

    These Terms, together with the Methodology, About, and Security policy, constitute the entire agreement between you and the author with respect to your use of the Site and supersede any prior agreements or representations on the same subject.
